Tensions involving Maître Crépin Mboli-Goumba

(Bangui, July 5, 2026 | LNC) As is often the case, relations between the hegemonic power in Bangui and the opposition are strained—specifically regarding the PATRIE political party. On Wednesday, July 2, 2026, the party issued an official statement firmly challenging an administrative decision directly targeting its leader, Maître Crépin Mboli-Goumba. He had received a formal notice from the Ministry of Urban Planning ordering him to clear the public area in front of his residence on Charles de Gaulle Boulevard. The political party denounces a two-tiered justice system and blatant discriminatory treatment. To substantiate its claims, the organization highlights a specific situation in a statement from its communications unit: "The regime’s relentless targeting of President Crépin Mboli-Goumba is nothing new. In this specific instance, one need only note that President Mboli-Goumba’s immediate neighbor is occupying public space without authorization by operating a garage, which completely obstructs the thoroughfare. This does not concern the Minister of Urban Planning. Such discrimination violates Article 7 of the Universal Declaration of Human Rights, which stipulates that 'all citizens are equal before the law and are entitled to equal protection.' Based on this and other relevant provisions, a bailiff will be commissioned tomorrow to draw up an official record of the facts, enabling us to challenge this formal notice before the Administrative Court in summary proceedings. It is worth recalling that established practices and the Law of January 9, 1964, regarding national land—specifically Articles 19 and following—vest authority over public space occupancy procedures in the City Hall and the Ministry of Public Works, not the Ministry of Urban Planning." One need only walk through the city of Bangui to see temporary structures erected on public land with the City Hall’s authorization. How is it that the law applies only to President Mboli-Goumba? Consequently, faced with what it deems a purely political attack, the PATRIE movement points out that the contested structures are based on a properly issued authorization granted by the Bangui City Hall in September 2012. It also announces its intention to challenge the proceedings in administrative court to have them annulled.
