Touadéra’s Speech in Moscow
By Isabella Luisa CAPELLI | LAMINE MEDIA
(Bangui, October 30, 2026 | LNC) On October 29, 2026, the President of the Central African Republic (CAR) delivered an address at the 3rd Russia-Africa Summit, held at the Kremlin. While the military dimension remains the cornerstone of the relationship between Bangui and Moscow, Touadéra used this platform to call for a major economic shift, centered on industrialization and co-development.
Before an audience of world leaders and Russian President Vladimir Putin, Touadéra first expressed the gratitude of the Central African Republic. The head of state warmly thanked the Russian ally for its crucial military support, which has helped stabilize the country in the face of armed groups.
A key point in his address was the link the President drew between this security support and the success of the December 2025 elections. According to him, the maintenance of order—guaranteed by Russian mercenaries and partners—made it possible to hold this democratic vote, which was vital for the CAR’s institutional future.
However, the core of Touadéra’s message concerned the future of this partnership. Recognizing that a purely military response is insufficient to ensure long-term stability, the Central African President urged the Russian business community and government to invest heavily in the real economy.
The CAR no longer wishes to settle for merely exporting its raw materials. Touadéra emphasized the urgent need to develop:
• Local processing of mineral and agricultural resources.
• Technology transfer to modernize the country’s infrastructure.
• Targeted investments in energy, the digital sector, and public health. For Bangui, Russia must now establish itself as a leading industrial partner, capable of generating employment and added value within the Central African Republic.
Ultimately, this discourse has solidified the geopolitical alignment between the two nations. Touadéra praised the role of Russian diplomacy in championing the voices of African nations within international bodies, most notably at the UN.
By reaffirming its vision of a multipolar and sovereign world, the Central African Republic confirms its gradual break from its traditional Western partners in favor of a strengthened Bangui-Moscow axis—one that now aims to extend its reach into the economic sphere.
